US Brokers Ukrainian Talks in the UAE as White House Seeks for Settlement
High-level discussions involving US, Russian, and Ukrainian officials began in Abu Dhabi this Tuesday, representing the latest step in attempts to achieve a ceasefire deal to resolve the continuing war in Ukraine.
High-Level Delegates and Opening Discussions
US Army Secretary Dan Driscoll reportedly met with a Russian team on Monday night, with discussions continuing into the following day.
“The talks are going well and we remain optimistic. He is working in tight alignment with Washington as discussions unfold,” an official representative stated.
The Ukrainian top intelligence official, Kyrylo Budanov, was scheduled to take part in the proceedings, though the exact format was uncertain whether direct engagement with Moscow’s representatives would take place or if separate bilateral meetings would be conducted.
Identity of the Moscow delegation was not immediately clear. “No comment is available. Our position is to monitor press coverage,” a Kremlin spokesperson informed official outlets.
Background and Revised Proposal
The current talks follow recent negotiations in Switzerland where American and Kyiv representatives revised a draft American framework for ending the war.
Russia has not yet approved the latest version of the plan and is not expected to agree to many of the Ukrainian amendments.
Moscow’s top diplomat, Sergei Lavrov, emphasized that any modified agreement must adhere to the “intent and text” of what was discussed during previous summit talks between the two countries.
International Reactions and Apprehensions
European officials are apparently finding it difficult to remain involved in the process as American representatives assume control.
The Finnish leader, Alexander Stubb, who has emerged as a primary mediator between Washington and European officials, stated that the immediate future would be critical in attempts to reach a agreement.
He reportedly held discussions with the Ukrainian president and the alliance representatives, stating that “Decisions about Ukraine’s future rest with its people, and with European security falling under Europe’s purview.”
At the same time, the France’s president, Emmanuel Macron, warned against a settlement that would amount to a “concession” for Ukraine.
“What was put on the table gives us an idea of what would be acceptable for the Russians. But does this imply it should be endorsed by Ukraine and Europe? Certainly not,” he declared.
Specifics of the Initial US Proposal
The US proposal was originally made up of numerous clauses and was based on discussions between American and Russian officials, with input from Ukrainian defense officials.
Key aspects of the plan allegedly included:
- The nation relinquishing territory currently held by Russia
- Additional zones that would be expected to be voluntarily surrendered
- Limits on the size of the Ukrainian army
- Amnesty for all participants in the conflict regarding violations
Latest Developments and Continuing Challenges
The US representative allegedly traveled to Kyiv to brief Zelenskyy on the plan and urge quick acceptance.
This pressure, combined with the leaking of the proposal, reportedly shocked Ukrainian and European authorities.
The Ukrainian president reportedly that the country was facing one of the most difficult periods in its existence and was being compelled to decide between “forfeiting self-respect or abandoning a crucial supporter.”
Later, Driscoll informed alliance representatives on the proposal in Kyiv, with one attendee describing it as “an extremely difficult session” and stating that EU ambassadors were stunned by both the substance and tone of the presentation.
Washington later moderated its position, indicating that the comprehensive proposal was an “starting position for talks” rather than a definitive demand.
Military Developments Amid Negotiations
As diplomatic efforts continue, Moscow has continued its nightly attacks on Ukrainian urban centers.
Moscow’s forces allegedly fired numerous of missiles and many of drones at objectives in and around Kyiv, according to Ukrainian reports.
Zelenskyy emphasized that Moscow must not feel it could win the war while negotiations were underway.
“Crucially, all allies must advance toward diplomacy collectively, with unified action. Sanctions and pressure on Moscow must yield outcomes,” he affirmed.
Kyiv’s leader reported that seven people had been fatally injured in the overnight assault on the city.
